Nvidia CEO Jensen Huang Urged the Trump Administration to Ease AI Chip Export Restrictions to China

Nvidia CEO Jensen Huang has urged the Trump administration to revise regulations on exporting AI chips, arguing that easing restrictions would allow U.S. companies to better capitalize on global opportunities. Speaking in Washington on April 30, 2025, Huang emphasized the need to “accelerate the diffusion of American AI technology around the world,” suggesting that current policies, including Biden-era rules, are outdated given the rapidly evolving global tech landscape. He specifically criticized the Framework for Artificial Intelligence Diffusion, set to take effect May 15, 2025, which limits exports of advanced AI chips to non-allied countries based on a tiered system.

Huang also highlighted competitive pressures, noting that China, particularly Huawei, is a formidable rival in AI chip development, stating, “China is right behind us. We’re very, very close.” Nvidia, a leader in AI chips used by companies like OpenAI, has faced bans on selling its most advanced products to China, costing it an estimated $5.5 billion in revenue due to recent U.S. restrictions on chips like the H20.

Additionally, Huang supported policies to boost U.S. manufacturing, citing Nvidia’s partnership with Taiwan Semiconductor Manufacturing Co., which has begun producing chips in Arizona. He also stressed the need for energy policy reforms to meet AI’s growing electricity demands, speaking at a White House event where Nvidia pledged up to $500 billion for domestic AI infrastructure.
